low throttle setting

i'm newbie to SAFCII. I pretty much know how to set the High Throttle. Does Low Throttle usually run leaner when cruising?? i did research and read couple articles.. but i still confuse.

IIRC your low throttle settings should be operating the car at or around stoichiometric, 14.7.
