It s done this twice now when I hit the gas it will hesitate alittle then go fine but when it hesitates the CEL light flickers on and off then stays off. Any idea s?? This is what I have done to the car.

Knock. The CEL is used by the UTEC to indicate knock...not good. Who tuned your UTEC? Also 23psi is likely a bit too much boost for 91...

 

yup, timing is being pulled due to knock, the timing pull is dropping power hence the hesitation. Better do some logging pronto and get on that. Do you have a wideband?
