Confused about solenoids...

Confused about solenoids...
Alright, I think I have it right now but I was confused about something for a while....
When you say a solenoid is "normally open" that means that with no power hooked up to it air is allowed to blow through, right?
With that being said, would a "normally open solenoid" be closed at 100% duty cycle, or would it be considered already at 100% duty cycle?
Ultimately, I have a GM boost solenoid that is "normally open" and I would like to run it so that if it were to ever lose power I would go to wastegate pressure.
