Strange boost and A/F ratios need help!

Strange boost and A/F ratios need help!

My car has been asking very strange latley. 1st 2nd 3rd and 4th gear pulls at wot only are making 18-19 psi of boost tapering to 16-17 and my A/F ratio is at 10.0-10.2. 1st 2nd and 3rd gear are the most noticable. 4th boost hits 20psi and quikly tapers to 17psi with A/F at 10.0-10.2. So this is the problem.

I had this problem once before and i had a boost leak down test done and after it was finished the car ran like a champ. There were no leaks in the system. Is it possible there is something in my vacume lines or what. Im so confused lol.

I have an evo 9 with a BR stage 1 with boost set at 21psi flashed by Al.

i checked all the intercooler piping connections that i can see ( i dont have a lift or anything right now).
