what does it mean when someone puts an ecu flash. Is this something to buy or is it a tune?

I have done a search but no "flash for dummies" i want to know what it means to do a "Flash" I appreciate it

It means to recode the ecu with diff set parameters. (diff fuel,timing)

thanks i have been over in Okinawa japan and they use alot different wording for things. Evos are not too popular there due to the prices. So im new to the "state side" import scene
