I know that IXs come with launch control set stock at around 5k. I am not sure about the 05s but I know that 03 and 04 Evo's have the launch control feature but it needs to be set at the proper rpm level. The launch control on the earlier evos is set above the rev limiter and needs to be adjusted. So the answer to your question is yes.

The Evo VIII has a stationary limiter available in the ECU, but it's not really usable in stock form. The limiter value is set above the normal rev limiter, essentially disabling it. The stationary limiter value can be lowered and made usable via ECUFlash. Most tuners will change this value for you.
