Does this require anything other than the ecu flash? I've seen some threads where they are using some GM components. How reliable is this in comparison to a mbc?
ECU boost control does require some mechanical modification ... at least replacing a vacuum line or changing a restrictor pill in another line. That is all though. the GM solenoid is optional.
Tuning the stock solenoid/GM solenoid is the tricky part. They like to spike and the boost can "yo-yo" a little if your error correction tables aren't correct. But, once it's tuned, you can usually hold a little more boost up top than a standard MBS because of the active nature of the solenoid.
You can also dial in your desired boost curve ... an MBC will almost always make a flat curve till the WG can't hold itself shut anymore.

When I tune my car from a TBE w/cone filter to adding an MBC what do you think I should be looking to change? Should I be tuning gradually (tune at 10, 15, 21) or can I raise my boost to the desired level (21PSI) and tune at that?
