Confused

I'm not really concerned about the money part of a Fuel management system but how necessary is the AEM vs the other controllers. can you do decent tuning with the other ones. I'm still new at this

Your post is confusing but I'll take a stab at it. It sounds like your asking if you can properly tune an Evo with a fuel computer / controller such as the SAFC or do you need an AEM or other stand alone computer.

You probably don't need a stand alone, and fuel computers such as the SAFC are hacks - they increase or decrease fuel by intercepting and altering the MAF signal. Keep in mind the Evo uses this same MAF signal to determine proper ignition timing. If you modify the MAF signal then you are going to be reading from the wrong area of the timing map. There is very little power to be made from altering the fuel AFR by itself. If you want to get the optimal power from an engine you need the ability to modify the fuel, timing, and boost.

The OEM ECU is a very capable ECU that is programmable and loggable. You can use it for all your tuning needs until you reach ~500whp. At that point you should upgrade alot of things including the ECU and fuel delivery system. You don't need a piggy back to tune the Evo. I suggest custom tuning if available in your area. If not then I recommend a good remote flash tuner that will modify your tune for your engine. This normally involves purchase of a wideband for proper results.
