How can you tell when you've reached their limitations (flow),when the Injector Duty % reaches 100%?

I've been as high as 115-120% before I started leaning out and adding fuel in the map didn't improve the AFR

Is there any relation between the IPW/ms and IDC %? In the past I've always assumed 21ms was getting close to reaching the limitations of the injector. I've been researching but the only thing I've come up with is calculator..
