Engine management needed?

Hey I bought a type RS BOV and I had it recirculating on a 2003 evo 8, and it sounded good, however I bought a ETS non recirc intake, and new intercooler piping, and the place where the BOV now mounts is about 7 inches lower then where it used to be on the intercooler piping, but its still on the same section of pipe, and instead of hoooking up the other side I have it blowing off into the air. Now when it was first hooked up it made one solid "chhhhhhh" noise when it blew off, now it makes a "chhhhh chhh chh ch" noise like multi pul blow offs each one getting smaller kind of like the spring is bouncing up and down untill it finally settles.

Now the guy at greddy says that now because I am not running recirc the MAF sensor is looking for that air and thats the reason its blowing off like that, he said I need some kind of engine management to fix this, so my question is, 1. is this guy crazy or is that the reason 2. Could I just get it tuned instead of running engine manadement and 3. if I do have to run engine management whats a decent priced one thats good for the money.

get rid of the BOV. Its not needed, and it just hurts the drive-ability and performance of the car.

If you want it technically explained to you why its bad for the EVO, let me know.
