Cant Pull ROM from EVO 9 ECU Plug In.....

Cant Pull ROM from EVO 9 ECU Plug In.....
I've had a friend and Tuner try and pull readings from the port and no luck....both guys tried pulling the ROM and said no connection and even tried a unlocker and no luck...Has anyone had the same problem? Could be lose wiring or need a new ECU due to too many flashes from the previous owner?
