Flutter? You may be referring to the type of BOV installed. You can get some BOV's which have different sounds than the traditional PSSHHHHHH. If you are not talking about the BOV however, and merely turbo flutter itself, that's not a good thing. Turbo flutter can occur if you DON'T have a BOV. The excess pressurized air that is created when you quickly disengage the throttle (throttle plate is closed, turbo is still spooled up.. = pressure) doesn't have anywhere to go when you don't have a BOV, so it tries to go back through the turbo. This can cause the turbo to fluctuate speeds rapidly and can lead to a lot of problems, so... just don't do that :P
EDIT: Here is a video of a car where you can tell it's a feature of his BOV that it flutter: http://video.google.ca/videoplay?doc...=audi+drifting

I've had BOV's that fluttered. The HKS SSQV I had fluttered at low boost. My GReddy Type S fluttered until I single spring-ed it and adjusted the spring tension. It depends on the BOV and the settings. As for wastegates, I am of no help.
