Priming the turbo
If you can, impact gun on the crank pulley bolt. 30 seconds worth. If not, what I do on the Civic is pull the ECU fuse and "try" to start the car (basically cranking it over, but not starting) for 30 seconds.

Its really easy. We did it last weekend. Just disconnect those plugs from your injector wires (just so that theres no spark going to your plugs). Then hold the oil feed line over a bucket or something and have someone turn the key for about 10 seconds, then wait about 15 seconds, then do it again. Keep doing that till oil comes through the oil feed line. Then bolt it back to the turbo and plug you spark plug wires back up and start the car.

The alternative way would be to get a 1/2" breaker bar or ratchet and just crank away at the crank pulley bolt to get the oil circulating without the use of fuel or ignition. You would also need to remove the fuel pump relay if you follow drucea's steps.

^^That's why I mentioned the impact gun...not sure if manually turning the crank would pump the oil up and out. Who knows...never had to use that method. I'm sure the Lancer has a ECU fuse that you could pull thus when cranking, it would send any signals to anything and just crank and crank w/o spark or fuel. Works perfectly on Hondas!
Anyone know where the Lancer's ECU fuse is?

Oh, I wouldn't even start it up, and you guys are making it complicated. No need to mess with the crank pulley. Just unplug the 2 spark plug coil wires (one plug on each of the packs=2), and crank the car for a while until oil comes through. You won't flood the turbo, there's no oil being pumped in until the car starts.

but ya i would not mess w/ the crank pulley thats pretty complicated.
infact you dont even really have to prime the line....but its recommended. its just to make sure oil is coming out because 9/10 oil will be coming out.
