It's a backstop to keep the pedal from becoming stuck under the carpet, and to prevent you from stretching or snapping the throttle cable.
Do yourself a favor, leave it there. Your throttle is 100% open by the time the pedal hits the backstop.

Yeah, actually I don't know how the stock ECU reads it, but with the EMS the TPS reads 100% WOT slightly before the pedal even bottoms out. Technically I guess I could set it anywhere though.
There's a tab on the arm that has the throttle plate throught it. That tab sits inside the throttle position sensor and like a flat-head screwdriver turns the sensor guts back and forth The TPS gives a voltage reading between about 0.62v and 4.91v the ECU then says "oh, ok. 2.6v means I need to be doing this and 4.90v means I need to do this."
If you're concerned about how much throttle you're getting, do the cable tensioning trick. Just loosen the bolts on the little plate that holds the throttle cable to the intake manifold and slide it to the left until most of the slack is out of it.
Don't pull it too tight or you'll open the throttle slightly and create a vacuum leak.

I did that by accident once, and it ****s up all the IAC functions. (TB is at full closed position when idling. Idle air flows through a valve controlled by a stepper motor in our cars that bypasses that route.)
