Best exhaust?
I'm not sure what you're asking?
I don't have a turbo, and I don't plan on getting one (at least not any time soon). It's a step I don't want to take due to Cali Emissions laws, and not wanting the hassle of having to jump through legal hoops to keep my car street legal.
As far as how the exhausts compare to each other on cars without turbo, the RRM exhaust sounds damn good. It's loud enough to let you know you have a good sounding engine, and the idle tone is just enough to sound good. Most people say "it's barely louder than stock". However, stock is completely silent, at least every stock PZEV car I've heard is. The addition of the RRM exhaust gives the car some sound at the back. However, the down side is some people (particularly in the rust belt) are complaining about rust...
As for the WORKS Exhale AB, it's a pipe with a tip. I've seen some people complain that it's too loud, and I've seen some complain about the price of a pipe with a tip on it. I've seen others claim it's not too bad most of the time, and state that it's just really loud when you're flooring it and hit certain RPMs, particularly in the "mid-range" RPM band. I've not heard the WORKS exhaust in person yet, but the videos I've seen of it sounded exactly the way I wanted my car to sound, EXCEPT for the loudness.
Personally, axle backs are more about how you want your car to sound and less about how many HP you can make. If you want to make HP, you'll need a header & full exhaust, or turbo & full exhaust. And in the "bolt-on" market, there's only one full exhaust kit you can buy at the moment (Injen SES). However, if you go turbo, you'll need a full custom exhaust from the down pipe back. Personally, I feel that if you have a header you'll need a full custom exhaust from the header back to make the most of the header.
When it comes to exhausts, it's not about "back pressure", it's about maintaining the exhaust gas escape velocity to maximize the "scavenging" effects that headers are supposed to promote.

It'll pass a rolling dyno emissions test... whether or not a "Peace Officer" gives you a "fix it" ticket for being too loud is highly subjective based on your area and whether or not the officer is having a bad day...
When you step on the gas you can tell you have a modified exhaust of some sort. and when your driving around the exhaust doesn't have a "drone" or "rumbly" sound while driving around town.
I like the sound of the Works AB the best. I had a Mazda 3 with a Draxas header back and race pipe, it had a beautiful euro tone to it. The Works ABsounds like my 3 did. I am going with that.
As for emissions, the Works AB only remove the muffler. That is not an emmisons control item. You only have to worry if you start messing with the CATs.
