Performance Upgrades?

I'm fully agreeing with depsy on this one. Get a turbo kit together, you won't be happier.

Go read ambystrom's sticky. It's called the truth about modding your lancer or something like that

Been there, done that... bolt ons + 4g94 = Waste of time/money in my opinion.

Bolt ons are not a waste of money once you have a turbo.
Think of it as a preparation

I would get exhaust first if it was me i noticed on my own lancer from the butt dyno and soon a real dyno how much it helped but it's a starting point it will let the engine breath better and if you do go turbo it's a must. and if you are going to go turbo i might not get a manifold since you would have to change it again when u do turbo but that is up to you. good luck

Well that's true but it's implying that the car is definitely going to see boost.

RRM pulley, its only like 90 USD. Then maybe a catback, if you want the extra sound

I disagree. ECUflash > piggybacks

Tactrix cable - $90
Ecuflash - free
Mitsulogger - free

Not only will the tune will be made specifically for your car, meaning more aggressive
Because it's not a base tune that will work for every lancer
