Golden rule: If it sounds too good to be true...then it is too good to be true.
This is a worthless item and you will end up giving this guy $4 for $0.25 worth of resistors shipped in an envelope with a regular stamp on it ($3 shipping HA!).
Increasing timing is good. Doing what this guy suggests is not. Get an emanage and adjust your timing that way (or Apex'i SITC).
