Bouncing idle when rolling in neutral

My 03 lancer 2.0 oz MT has seen better days, i'm currently facing issues after changing all of my vacuum lines, pcv valve, MAF, TPS, ECU. I'll start the car rpms start at 1500 after changing ecu, take it around the block and when its rolling/ stopped the RPMS bounce around while holding the brake. Prior to all of these changes i was throwing a p0507. Heres a short video of the issue

Why did you change all of that because of a P0507? Did you have any idle surging before you changed everything, or just the code? All that code means, you're about 200rpms higher than what is programmed in the ecu. Could have just been a vacuum leak, bad PCV valve, or a bad IAC valve.

I started with vacuum lines and worked my way down the list, then low voltage to tps code came up. I was/ am still out of ideas. 0507 comes up with two Ecus, since then I've brought it to a shop to have a complete diagnostic done.

Vaccum leak.

If not been smoke tested yet.

Spray carb cleaner around intake manifold.

If engine speed changes you have a leak.

Also make sure your brake booster isnt leaking vaccum inside car.

Are you still getting a TPS code? Like mentioned above. Do a good vacuum leak test. Would be really nice if you actually had a boost leak tester. Just to put compressed air into the system and check for leaks. I'd also clean the throttle body and the IAC valve. Whatever you do, do not adjust or move the idle screw on the throttle body. Also make sure your throttle cable isn't sticking at all on the throttle body

I've already check my intake for leaks with carb cleaned had no fluctuations in rpm, throttle cable was in good working order unfortunately I have adjusted the idle screw quite some time ago. The code for TPS didn't come back after replacing it. old iac and intake were both cleaned with same issue. Not sure how to check my brake booster

Go under dash and listen for a hissing sound.

So iac was cleaned not replaced?

Adjusting the biss screw will cause the IAC to work incorrectly. The only way to adjust the screw properly is, tactrix cable, evoscan and put the car is SAS mode. Set idle to 750 then disable SAS mode. Also, when you install a TPS, you should properly set the volts on it, to make sure it's in proper range

Did you adjust tps with a volt meter or a live data scanner? Or just replace.

4b I just replaced I didn't check with a meter mods it's a fixed tps can't be spun that was my first thing I checked. I'm very new to cars with this level of computer complexity. I had a older car prior to this. So talking about sas and evo scan I'm completely lost.

The diagram I posted is directly out of the 03 lancer service manual.

Vacuum leak. If ONLY even on brakes, test the brake booster. Probably leaking.
