Plugs have been changed a few times; when necessary. Water pumps sounds nice; its right under the belts right? in the front of the engine? Possible do it when i do timing belt. How about any suspension parts? I can afford a full damper kit just yet. Thought about nex but im scared of rep (not bad just havent heard anything yet). Or anything to the tranny? thanks for the suggestions

Tranny fluid been done recently? Brake fluid?
Suspension - up to you. If all four shocks are working OK, you should be fine.

service manual: eBay. You can get the full manual on CD for about $25 shipped

Call you mitsu dealer and tell them that you car will need a 100K mile service in a couple months, ask them what services they perform. Then do them all on a Saturday yourself and save a ton of cash My dealer kept sending me "reminders" for random mileage checkups (11,995; 15,551; 22,002; crap like that) and when I caled to ask they besicall said "well, we change the oil and plugs look at the brakes check the battery, top up the coolant... but if we need to actually replace anything that's not included..... the total price is $135.97 after taxes unless we need to actually change something" I told him he could stick it

Fuel pump - you could change it. Don't know if they wear out much. Since you have some mods, an upgrade is possible but not at all needed.

Fuel rail - stock one is fine. It'll never wear out, I promise. If you want to upgrade, go for it.

Fuel filter. change tranny fluid.

Do the water pump and T-belt at the same time. Also, your warranty should be about over, unless Mitsu changed it since 98 . . . the policy of 3 (36K - engine)/5 (60K - tranny)/7 years (100K - rust).

There are two filters for the fuel line, unless the lancers are different.

There should a grenade-like (black) filter that filters the fuel before getting to the fuel rail. The other is in the tank, just below the fuel pump. The latter can't be bought at any Pep Boys-like store, because it's a part of the fuel pump. From S-10's to mirages, they have a fuel filter and the fuel pump filter.

For certain auto tranny, it has a tranny filter too.

Are you sure it's not the belts, especially for the alternator or AC compressor? If your T-belt slips, it won't be squeaking before impending mechanic failure.

Any other squeaks, it can be your f-bumper being loose or severely beaten motor mounts (takes a lot of effort and abuse).

Another worse case, this happened to my friend's truck. One of the two alternator bolts broke, and the normal belt movement squeaked the alternator against its solid bracket holder.

Otherwise, I can't think of any other squeak, except a loose vac hose in the engine bay whistling.
