Wheel/tire questions

I'm looking at some 5zigen wheels and I have figured that everything works out, except I don't know about the offset, until I found this website:

http://toy4two.home.mindspring.com/offset.html

I believe that the lancer stock is 6" wide and the offset is 38mm

the wheels I'm looking at are 7" wide and the offset is 40mm

the website says:

Your new wheel will have the following chracteristics:

The clearance from stut housing to the inside of the wheel will be 15mm LESS
The outside edge of the wheel will EXTEND an extra 11mm

What does that mean for me? will these wheels fit on my car or not?

on the tire end i'm looking at getting 215/40/r16s I just don't know what company to go with. www.tire.com has hannocks, nittos, falkens and kumhos I can get. Who is better for what type of application?

I'm putting this in the Wheels & Tire Tech now. (like it should've been from the begining)
