Try Motec. You can use their ECUs for any car. Don't know if it would be really necessary for the US Lancer. The word "overkill" comes to my mind.

Motec? ECUs for any car? Heeeeeeeeeeeeeeeee!!!!! This may be the answer for my car!! I need the ECU to tell the injectors to dump more fuel at higher boost levels which are not currently pushing the max. Also mid boost is running too lean(6-10psi). I was looking for a place that could do chip tuning, but this might be the answer. The APEXi S-AFC may do the trick too. Hmmm....

You should also know that Motec ain't cheap, it's basically race car technology, although there's different modules. Try someone like Link, autech or even Gems. They're a little to a lot cheaper.

Do you still have the 4G61 1.8 L in the colt or did you do the 4G63 swap?
If you did the 4G63, AEM is coming out with a full engine management system that is plug and play. It still might work with the 4G61 if you adjust some items, and the ECU pinouts are the same.
I thought the turbo colts were all GT models, though Canada might have different ones.

I stayed with the 4G32b 1.6L SOHC. 1989 was the last year for this model and is the same year the GTs where introduced. If you want you can see me car and the list of mods here:

The turbo Mirage and Colts here in the US are all hatchback I think, and only 2 doors.
I'll have to ask my friend who has the 89 turbo GT hatchback.
