Turbo or new car?
Here is a list I made very quick. Stuff will probably a little more expensive than what is listed but it is a rough idea.

Piping- $250 (guessing on this)

I would honestly just buy a used RRM kit. Sure custom is cheaper (or can be cheaper if you know what you're doing) but it also means if something goes wrong you're on your own.
avoid aftermarket turbo's on your car.
I am graduating college in the next few months.. the worst thing I could've ever done to my srt was mod it with an aftermarket turbo.. long story short.. I am getting rid of it even though its back to stock.
I am switching to an evo in the next couple of weeks. My advice is keep as stock as possible unless you plan on having headaches.

Personally I would just finish paying off the car and get everything tuned and fluids changed as needed - and then put the money to the side for getting the car that you want once you graduate from college. The Lancer does have the reputation of being a reliable car so you might not have to do any expensive repairs and then once you are done with college you can afford to purchase a faster car.
Wow sounds like you're in the same boat as Iam. I'm starting my second year of college with my 02 oz rolling about 125k miles and an auto with no tranny flush and just a timing belt change as well as water pump. There's been no problems with the car what so ever but I think my front struts are going as well... I really want a manual, so the swap is popping up in my head. I need the car to be faster so it's between going turbo with my high mileage engine or trying to get the swap to a 4g64... Last option is getting a new car but I know the resale value on my OZ is crap and I just finished paying it off...

Even with the stage 1 kit, you are still going to have to get your car tuned for it to be running right and that can cost you. Why get a used rrm kit when you have a speed shop custom make one for you brand new and tune it for the same price?
My brother in-law works at a GM dealership so he works on cobalts, trust me they are great tuner cars. One of the mechanics at his shop can easily run 13s with GM backed mods. Recently he blew his motor though, but that was because he got rid of the rev limiter and hit like 8000 RPM with boost and all.
