I am an adjuster for Progressive I deal with claims in 48 states
SoCalRedLine is right that all applies in California but each state is different. You really just have to read your policy contract, as boring as they are, because they are all different in small ways and each company has its own contract.

With Progressive if you are the policy hold you can ask for oem but doesnt mean thats what your getting cause its in the contract what progressive can replace parts with. You actually have to meet certain criteria to get the oem
Now if a Progressive policy holder hits you and you ask for the same oem parts they will replace it with that cause you dont have a contract with them.

sly you should have had the option to go to another shop unless your in the middle of nowhere.
Alot of companies send you to there shops because it makes it easier in the event something goes wrong with the work done. Its easier for them to say "hey shop A replace that light bulb it should be about $20" instead of calling shop B and having to agree on a price that should be charged for that light bulb replacement.

To add to what SoCalRedLine said "its always your choice" just remember if your shop screws something up you cant blame your insurance.
