Good Deal or Not

Is this a good deal a 2002 Lancer Oz Rally Model that has 19,000 miles on it for $9,750 dollars. It has minor scratches on the bumper. Other than that its in excellent condition.

Note the Jersey plates. Transport will probably cost about $500 so factor that in. If you want it bid $8,000 and see what happens like Will said.

8000 probably wont do cuz they have a reserve price set on it and id be willing to bet its set at $9750.....
