Is that a little light on there near the male plugins or is that a screw head? If it is a little light ide almost bet it is some sort of charge system or hands free phone system. But honestly I have never seen anything that looks like that before. Your OBDII/ECU plugin should be in front of where your left knee is, just behind the lower part of the dash when you are sitting in the car.

That part of the dash looks easy to remove. Take it off and see if you can follow the wire anywhere(if there is a wire to follow).

Maybe it's from an old alarm install.

Could be a navigation unit integration plug in. whatever powers the unit and tells it where you are.

If it came stock, ask the dealer. I don't think you put up enough pics for us to accurately tell what it is.

I've never seen anything like that stock on a Lancer, or any car. Its port for some kind of accessory. Maybe a phone charger or anything really. I would just look under that area and find where the wires go. When i bought my 98 eclipse used, I found all kinds of wires that I never found out what they went to. Maybe an alarm system. It could be an anti theft device that you would have to plug in something before you can start the car. If thats the case, its probably disabled.

Perhaps a dealer installed alarm w/ special electronic key. Bet it is disconnected now.

There are a lot of aftermarket immobilizer units out there that have different style keys. Looks to me like this might be something like that. But it's definitely not stock.

OK, well you have an 02 Lancer, it's 09 now, and you're just now asking this. I'm going to assume you bought the car used, meaning you'd have no clue whether this plug came stock or not, other than what the previous owner/dealer told you (which wouldn't mean anything because they wanted you to buy the car of course). I'm going to go ahead and assume you still don't know what this plug is for and havent asked the previous owner/dealer or researched your head unit. Either of those would at least bring you closer to a conclusion of what the plug is for.
