WHY? Does it make a Difference?
The light can be that bright, the housing is designed to work with halogen bulbs and the way in which the light is produced and ultimately dispersed.
The halogen bulbs I use produce 2100 lumens for the low beam. The brights produce even more (something like 2700-2900 lumens).

Actually -- The reason the HID's are in the housings they are in - is BECAUSE they are that much brighter. They distract and annoy other drivers if in reflector housings. A 35W HID is FAR brighter then a 55w halogen or anything else you can get from advance. Let alone if you jumped to a 55w HID. That would just be stupid bright.
HID's in their correct housings allow for brighter light because it is focus'ed at the road and not all over the place like a flashlight. They contain cutoffs - As obvious by my picture. The high beam does not contain a cutoff - and there for blasts light everywhere. IF you had HID's in reflector type housings - you would need to point them at the road 20 feet in front of your car not to annoy other drivers. Could you imagine if my r6 had both lights like the high and I was behind you - or heaven forbid coming at you?!
I can not think of a SINGLE car that has HID's for high beams.

HID bulbs belong in housings that are designed to handled them properly so you don't blind oncoming traffic. End of story. It doesn't matter if it's got the output of 1 candle, or a gazillion candles.
