OEM Fog light kit, any way to activate feature without dealer?

So as the title mentions, I just installed the OEM fog light kit on my wife's 2011 Lancer ES, and I need to apparently use an MUTIII scan tool to switch the fog light feature from "NOT PRESERNT" to "PRESENT" and I was told it's $95 just to hook it up at the dealer even if it is a quick and simple task. Any chance someone on here knows of a program I can use with my Tactrix cable to do this myself? I don't get why hooking up fog lights needs to be this complicated...

That doesn't sound plausible. Have you looked closely to make sure you just don't have a fuse missing, or something?

Trust me, it's plausible. All relays and fuses are where they need to be. It even says in the instructions to get it programmed after.
