I've looked everywhere and can't seem to find the specs on the stock brakes that come on the OZ edition Lancer. The bolt pattern is 4x114.3 so it seems that EVO brakes with their 5x114.3 pattern are not an option. I'd like to look at other discs available like a VR4 or prelude to see if anything comes close but it's hard to do unless you know the size of the stockers...

Ok, I did some more digging and found they're 256mm. The first step to a budget big brake kit is to find some larger discs. If I can find a model that has larger discs with the same bolt pattern, ie Mitsu VR4 with 276mm discs then assuming they're close to the correct offset then I can just machine an adapter to move the calipers further out. So then your big brake upgrade consists of new discs $100. $100ish for an adapter and then new pads. Who would say no to a $250 big brake kit?
