my guess would be to go buy a can of primer, prime it, then any kinda shinny silver krylon paint

We've painted several pieces in my car, both in the engine bay and the interior and outside of wet sanding interior pieces to get a glossy finish, there has been nothing extra done. Take a look at my registry for pics of the work.

For anything in the engine bay, I'd go with some high temperature paint just to play things safe. It would suck to take all the time to prep and paint something to have it discolor and/or flake off due to the heat in the engine bay. You can prolly get away with 800 degree paint but I've always gone with 1200 degree to be extra safe.

are you talking about the actual filter? or is it the piping that is red?
