lighter cam gear??

No, the piggyback is designed to work with stock cam timing. Only fiddle with the cam timing if you A. know what the hell you're doing and B. have the capacity to make good use of it.

after getting the cam install i should get a tune correct??, then i can change the outter bolts on the gear

Install it and just leave it at the TDC mark.

If you're going to spend the money on a tune (assuming you get someone else to do it), you might as well have them fiddle with cam timing. There's no point in owning an adjustable cam gear if you don't plan on adjusting cam timing.

wait im confused, im letting all this to the pros, but do you guys think that after they install it that i should get a tune up or just the install and thats it, what I was thinking is that i could just turn the outter bolts to the front for the best performance, i know that the best performace the letting air in FIRST then exhaust LATER

No, do not do that. Tuning with a cam gear isn't as simple as you make it sound otherwise everyone would do. I would strongly suggest leaving it to the pros and asking them what they suggest before you buy anything.

I'm never going to mess with the timing, the install and tuning is for the pros, i just want some info, since i need a new timing belt i wanted to upgrade everything thats y i got a new timing belt, 99 mirage cam and i wanted to get fidanza adjustable cam gear

Depends on how you change the cam timing and how much. Don't do it unless you know what you're doing.

Just install it like shown here (keeping the bright yellow mark @ TDC) and let the tuner/shop mess with the timing (if needed)...
