I've owned my 2010 GTS since new, and never noticed the fog lights.
I moved to Maryland, where they require a full safety inspection on all cars being registered there.
The mechanic said he won't pass the car if it has fog lights that aren't working.
I opened the hood, and they were disconnected! I don't know if the factory did it, or some mechanic during the years disconnected it, but for all my looking, I can't figure out where to reconnect them to.
A simple handwritten diagram, or a well lighted picture of where these harnesses will plug into is very, very much appreciated.

also, wrong section, may want to get a mod to move this...you would get much better advice from people who own the same generation lancer.
...but because I post here, I find it very strange that a car would not be passed on a safety because of fog lights that are simply unplugged, when there are likely more cars on the roads of America with no fog lights at all...if the reason is simply that they are equipped, but not functional, then why didn't THEY just plug them in? Generally a safety inspection involves a licensed mechanic inspecting the vehicle, then either passing it, or informing the customer what is required to pass, then offering to correct the issue for a small fee, aka $90/hour...but plugging in fog lights should take even a backyard hobby mechanic no more than 5 minutes.
I also find it super funny that you didn't notice your fog lights for that many years. anyway, normally for any automotive lamp, there is a housing, locking mechanism for the bulb, and the base of the bulb or lamp itself is the connector...so look at your car from the front, the lights that aren't your headlights (mounted lower in the bumper), directly on the other side of that should be the connector on the back of the lamp housing, you will probably need to take a splash guard or two off, unless you can reach it from under the hood. was the car ever in frontal a collision?
there should be a switch somewhere with this symbol on it...
