02 Lancer Bumper Needed!! HELP!

I'm hoping someone can help. I recently came from taking my grandmother to get her eyes fixed and found a huge gouge in my right front fender. I've already had appraisals to get it fixed but they are $500 and my deductable is $500. I have a friend who said that he could put the bumper on for me for next to nothing if I get the bumper. I called Mitsubishi and they have a bumper but it's not painted. I'm looking for a painted (munich silver) front bumper for the 2002 mitsubishi lancer. If anyone has one or knows of somewhere that I can get one, please let me know!
I also have another question. Not only did I find a gouged fender but I found scratches and nicks all over my Lancer. I purchased touch up from the local auto store and when I put it on it matched perfectly. Now that it's dried it's a shade darker. I got touch up paint from Mistubishi, but that doesn't cover up the darker patches. Will buffing these spots take care of the dark marks or will I have to take it in to be repainted? Someone mentioned to me to use nail polish remover to remove the old stuff, but I am not touching my car with that at all. I'm trying to find a cheaper solution that will fit within my budget.
