What kind of fog lights? What do you define as deep blue? More importantly, why do you want deep blue fog lights, that defeats the point of having fog lights.

ive seen some people here on staten island that have headlight and fog light that r blue and i mean bright blue, rectangle is a good shape 2 me

Those probably aren't fog lights, they're probably driving lights. Fog lights typically come in yellow since that's the most effective color.

Fog lights are used to see in fog, driving lights are designed to complement your headlights so you can see farther ahead.

Dude, don't buy everything I recommend! LOL As far as paint, scratch the surface with an abrasive (scotch pad, sand paper, etc) then primer, then paint (I'd use blk too).

I rigged my driving lights here.

It looks good there to me! You'll have to be creative in your mounting there, cuz there ain't much "material-wise" to work with.
