I was wondering if you could get this kind of shift rail for the 2002 lancer....

Yeah, if you had a VW or Audi. Where's reverse? Just kidding, If you like to go custom and can use a Dremmal I don't see why not. Just find one you like, cut to fit, and screw it in.
