My friend with a 2002 LANCER ES is interested in a set of wheels:

16x7, 4x100, 40mm offset. Will these wheels fit his ES?

Also, what size tires should he use?

The wheels should fit just fine. The only problem could come from the offset, but that will only come into play if you get a super wide tire. With that said... You can go with 205/40 or 205/45 tires and be fine. In fact, you can prolly get away with 215/40 without problems either. There's various tire size calculators you can use to see what the change in overall diameter would be, none of which I have on hand.
