PO401 Insufficent Exhaust Gas Flow

I got EGR engine code on...
I tried to clean inside of the Intake Mani and Egr valve. Didn't fix it..
can anyone help me

check and see is the vacuum hose is still attached to the egr valve. if it is then it probably a bad egr valve or the passage is all plug up with carbon.
