Cruise control and RPM needle issues.

I have a 2002 Lancer OZ that I purchased about a year ago. The cruise control has not worked since I purchased the car. If I press the cruise control button the Cruise control light will turn on but it does not do anything. Today I checked the hoses and and reseated the power cable to the vacuum pump and from what I can tell they are connected properly.

Also a few months ago I started having intermittent issues with the RPM needle. I'll be driving and it will just randomly drop to zero anywhere from 10 seconds to 10 minutes and then bounce back up to normal (usually bouncing back and forth a few times before returning to normal). All the other needles continue to work normally. This usually happens 1 out of every 10 times I drive the car and usually only while the car is warming up.

Has anybody had similar problems or have any ideas what could be causing this or what I should do? I'm fairly illiterate when it comes to cars so dumb it down for me or provide pictures if possible.
