Seat frame rusty

Both the passenger and driver's side seats on my 08 Lancer DE have rusty frames. There is only a small portion of the metal visible but you can see some of the bar between the cloth area and the plastic lower covers. What should I do? Also, while checking this out I noticed that my driver's seat doesn't have a lower plastic cover like the passenger side does. The one that's near the carpet, facing the door. Is this normal? Thanks.

You can sand the metal and apply some paint to keep it from rusting more.

As for the plastic piece, sounds like it got kicked off. If its not under the seat somewhere it probably fell outa the car.
