water leak under glovebox

water leak under glovebox

whenever i go through the car wash or in a heavy rain i will get alot of water coming out from under the glove box, it's actually coming from one of the screws that holds the fan on,but i can't seem to find were it's coming in. I'v took the fan off and yea the screw is all rusty were its coming out of. But i cant see and residue or water marks from were it's coming from. Even when it's raining and i take a corner i can hear all the water hitting the fan????

Circled in red is where the fan get its air. Water is most likely coming in from there. Down that path, there must be some type of valve that lets air in, drains water out that's malfunctioning.

That's my theory.
