What is this piece?

Part #8 on the diagram. There are two on our cars behind the bumper on the frame. Heavy bastards. My guess, because it doesn't appear as if they can be bought, are to indicate if a severe collision has occurred. Other guesses are a shock absorber. What are they?

i always wonder what thy were lol and those stick out like a sore thumb on a yellow lancer.. ima just gonna spray the frame area black so i cant see them when my bumper is on lol
