Radiator fan

Hello all, I have a 2002 Lancer ES and i have an issue with my radiator fan. It is on all the time. I can turn the key and it comes on at full speed without the engine even on and it stays like that. I bought the car used a couple of moths ago and noticed that the wires on it aren't connected with a plug to the other fan, just stripped and held together with electrical tape and the negative was connected straight to the negative terminal of the battery. I replaced the coolant temperature sensor and still the problem is happening. Any ideas would be greatly appreciated. Thank you.

Also forgot to mention that what I believe is the positive wire is connected to other wires that lead to the fuse box in the engine bay.
