Alternator low power output

Alternator low power output
I have an issue with my 2002 lancer es model, my alternator will not put out more than a few volts, this is the third one I have installed and I tested this part off of the car twice, got a new
battery, made sure all wires look good. belt is tight, but when on my voltmeter I test the black wire on the negative terminal and red wire on the post of the alternator and I’ve seen other peoples questions like why is my alternator only putting out 12 volts but I couldn’t find anything like anything at all that could tell me why is mine of my putting out 2.5 volts, but whenever I higher the rpms so does the alternator, is goes up to like 3 or 4 please help
