I might be getting rid of my EVO but I want to stick with AWD or even mabye TURBO vehilces...........

WRX, 1st and 2nd gen DSMs, but you already new that. If you could depart from AWD, it gives you a lot more options, such as '93 Supra (hard to find for that price, though) or an SRT-4 (far under 25k).
The only new sub $25k turbo AWD that I can think of is the WRX.
Used would add the A4/S4 and DSMs. Ditch the turbo and there are other options - all Subarus, G35x, 330ix, etc.
