I think it'd be in direct competition with the Mazdaspeed Protege (and probably whoop it from what I've seen), Mazdaspeed MX-5, and SRT-4. I actually like the RS, but I'd be surprised if Ford had the brains to sell it in the US.

To answer the original question, they can be fairly quick. I'm sure that, as far as tuning goes, the car would be about the same as a Lancer or any other 1.8-2.0l 16v inline 4. My friend's ZX3 was always about on par with my Lancer (prior to my heavy modifications of course).
