Yes, very much. If you've got 200K+ miles on the chassis, there are some things that will need replacing on the suspension, not to mention rust problems. Ask if they've done suspension bushings, seats, etc.

As far as miles on the chassis, you should be looking at the overall shape of the car. 204k is a lot, and it's the reason why he's not factoring the car into the price. If he hasn't already done it, expect to be replacing the TC bushings, rear subframe bushings (or just getting spacers for it), and struts all around. The two big problem areas of rust on S13s are at the rocker panels. The seam between the rocker and the rear quarter is prone to rust because of the adhesive Nissan used at the time to fill the seam. Also, in the engine compartment, there's a piece of metal that protrudes from under the front quarter panel and extends to the strut tower seam. That thing can rust pretty easily when water falls out of the drainage channel and onto it.
All S13 seats suck, no matter how old or how new they are. They don't grip, they're uncomfy, and most are worn out. I suggest if you want a stock fitting seat (which is hard to come across in the S chassis) is to get a set of S14 seats. They're designed much much better than the S13 seats, won't make your butt fall asleep, and you don't have to brace yourself with the steering wheel when you have them in.

between an S13 redtop and blacktop, it's all cosmetic. The ECUs are different, but will run each other. For example, I have a blacktop ECU running my redtop because the newer ECUs seem to get a slight bit better mileage and learn quicker as well.
S14 and S15 blacktops differ from S13 motors because of the addition of VTC to the intake cam. Both motors use a T28 turbo versus the S13's T25. The S15 motor gets a boost bump, as well as increased injectors, a slightly larger MAF, a little bit more of cam advance on the VTC, and a 6 speed tranny.

i've heard of people talking about the 6 speed being weak, but have never seen someone destroy one. The 6 speed is swappable on and off of any of the motors, but you need the flywheel and clutch as well because of the flywheel's odd shape.
As far as swappability of the S15 into another chassis, it's totally doable. The wiring is the biggest hurdle. Yuri at heavy throttle can do all the wiring for a decent price.

How far would you travel to get a car? I was just wondering this and probably depending on the distance. Is it illegal to cut a portion of the front bumber off for an intercooler?
i have no problem traveling a good distance to pick up a car.
technically, it's illegal to cut the bumper support for any reason. Not to mention dumb. Most of the FMIC kits I've dealt with don't require any cutting of the bumper support, but instead require trimming the bumper cover.
Of course, as long as you go in and reinforce the bumper support after you cut it, you should be ok.
