Probably not if you mean the late 80's to early 90's VR-4 and the 4G63 from a 1999 Evo, the engines were turned around for the Evo IV in 96 or '97. It will be made to mount the wrong way around. I'm sure you could get it to fit but would require a bit of work I think.
If you are looking to build up the engine to fairly high hp the VR-4 one is probably the good enough anyway. People say it has the stronger rods and as far as I know it has lower compression so it should be able to handle more boost.

Yes it will work. But in all honesty, the galant engine is stronger. I don't know if you know about the six bolt vs seven bolt engine differences. 1990-94 Have better exhaust manifolds, better turbos, intakes, big throttle body, not to mention that these engines don't really crankwalk very often like the 95-99's.

I believe the late 80's vr4 had the engine reversed in japan. The American ones are the same as a eclipse/talon/laser. They only made the VR4 here in America in 1991 and 1992, only producing 3000 total.

Quite frankly the first generation 4G63's are better for obtaining higher HP numbers than the EVO's. I personally own #762 and #933 both of which are 1991 models. #762 is undergoing a full strip conversion after running 11.5 @ 120 with a 100% stock engine minus turbo, injectors, and ECU. What EVO VIII has gone that fast with stock engine and cams.
On the other hand, the first generation where built with a turbo to produce 195 hp so in stock shape, the EVO is much more capable. My VR-4 in 100% stock condition ran a 14.90 @ 92 mph while my EVO ran a 13.53 @ 100.77

Nope crankwalk happened in the 95-99 dsm's..I have owned 5 or 6 galants now and bought a gvr4 as my first car when I was 17 as well..see avatar
