My windshield and starting car.

I got my new car about a month and a half ago. I was at work when my mother picked it up and brought it to the house. I drive a 1994 Mazda MX-3, and the headlights on the car tend to fog over and get cloudy. So my mom heard from somewhere to use that armourall dashboard shining stuff to clear the headlights. When I got home me and my dad washed the car and waxxed it. While I was whiping of the wax, I noticed this oily film sorta thing all over the hood. So we used dish washing soap to get it off.

Well now when it rains and my windshield has this oily film over it that the wipers just smear all over the windshield. When it downpours I dont notice it because I can't see anyway, but when it's lightly raining and a light hits it I literally can't see anything but the tail lights. Ive washed my windshield once with dishwashing liquid and washed my wipers a few times. It still does it. Any ideas to get it off?

Another thing. When I start my car when the car is cold, it starts very rough. It will turn over, start at very low RPM, almost stall and then run normally. I doubt its a major problem, but I'm worried that when it starts getting colder outside it will be even worse. Any ideas on what this could be?
