It's a Tokyo subway map. Each of the colored lines represents a different subway line. Each of the numbers represents the cost (in Yen) to get to that particular place from the station from which you're reading the map. $1 US = about 119 Yen, so you can see that you can get around Tokyo pretty easily for a couple bucks.

If you ever go to Tokyo, the same map is available in English -- that's the one I use
