Its not a sport compact, but a Z28 ( or SS ) or a Trans Am probably fits the bill for Value, Performance and reliability. Luxury maybe not so much...but heavy on performance.

wow, so many choices...alot of the car listed above are great, i.e GTO, S2000, etc. etc....what about a 2002 S4? MazdaSpeed 6? you can pick up a used TL for under 20k. 05 Pontiac G6 cpe GTP, damn i could go on, but the best out there? 03+ Evo of course

Srsly. I think the ONLY car I'd be interested in from the 80's would be a 86-87 turbo Buick.
