Question about brakes

Well i'm trying to learn something about brakes because my girlfriend has a 1993 Honda Civic(2dr, non hatchback). She needs to get her brakes fixed badly! They haven't been maintenance in a long time and her dad keeps putting it off. So I decided that I might have to take it to a shop. First off, does anyone recommend any places to go in SoCal. I was going to go to Pep Boys or something. Well besides that, I don't want them giving me the run around about other things I need to change, so I want to know, what do you believe will need to be attended to when the brakes are bad? What she tells me is that when she stays at a stop light, she has to put the car in neutral because the brake pedal sinks so low. She says that it's harder for her to stop so she goes exactly the speed limit. She's scared to take the freeway.

sounds like you might have a leak, cause of the pedal. hows the fluid.
